Temporary Foreign Worker Program

The Temporary Foreign Worker Program is an employer driven program, whereby employers must obtain a Labour Market Impact Assessment (LMIA) to hire foreign workers.

This requires the employer to advertise the position that they wish to hire a foreign national for, for at least 4 weeks before filing the LMIA application. By advertising the position for at least 4 weeks, the Canadian employer must demonstrate that there are no qualified Canadians or Permanent Residents with the required skill-sets to take up the position.

If a positive LMIA is issued to the employer, the foreign worker can then apply for their work permit through our consultants.

International Mobility Program

The International Mobility Program (IMP) allows employers to hire foreign nationals without the need to obtain a Labour Market Impact Assessment (LMIA). The IMP includes all streams of work permit applications that are exempt from the LMIA requirement.

Examples of foreign workers who come through the IMP include foreign workers who enter Canada through the International Trade Agreements, Intra-company transferees and individuals who are eligible to apply for open work permit.

Depending on the work permit being requested, some International Mobility programs require the employer to submit an offer and pay an employer compliance fee before the foreign worker can apply for a work permit. However, if the employers hires a foreign worker with an Open Work permit, they are exempt from the above.

Open Work permits- LMIA Exempt (International Mobility program) An Open Work permit authorizes the holder to work for any employer and can have no or limited restrictions.
